The investigation, prosecution, and adjudication of crimes involving Chemical, Biological, Radiological, and Nuclear (CBRN) materials remain among the most complex challenges facing modern justice systems. These crimes often involve highly technical evidence, cross-border implications, and significant risks to public safety. For countries where legal frameworks, regulations, and standard operating procedures (SoPs) are still developing or incomplete, these challenges are even more pronounced.

From 26-28 June 2026, UNICRI participated in the United Nations Crime Prevention and Criminal Justice Programme Network (PNI) Experts’ Meeting on Reducing Reoffending, held at the Kyoto International Conference Center in Kyoto, Japan. The meeting, hosted by the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI), focused on enhancing the contribution of the PNI to the implementation of the United Nations Model Strategies on Reducing Reoffending, also known as the Kyoto Model Strategies.

The United Nations Interregional Crime and Justice Research Institute (UNICRI), through its CBRN Risk Mitigation and Security Governance Unit, is expanding its pool of experts in the area of chemical, biological, radiological and nuclear (CBRN) risk mitigation and security governance. The Institute therefore invites individual experts to express their interest in contributing to its activities aimed at strengthening global efforts in the prevention, detection and response to CBRN risks.

The Organisation for the Prohibition of Chemical Weapons (OPCW), in partnership with the United Nations Interregional Crime and Justice Research Institute (UNICRI), successfully convened a regional Workshop on Implementing and Enforcing Legislation: The Chemical Weapons Convention and Chemical Security in Asia in Manila from 2 to 4 June 2026.
