A Decade of Innovation for Security
Emerging technologies are transforming the global security landscape at an unprecedented pace. The same innovations that strengthen societies and drive economic growth are increasingly exploited by organized crime, terrorists and other malicious actors to expand illicit activities, evade detection and target critical infrastructures. At the same time, these technologies offer powerful new opportunities to prevent, detect and respond to evolving threats.
Against this backdrop, UNICRI launched SIRIO (Security Improvements through Research, Technology and Innovation) in 2016 as a knowledge platform dedicated to bridging the gap between emerging technologies and security needs. Over the past decade, SIRIO has brought together governments, international organizations, academia, industry and technology providers to identify emerging risks, assess innovative solutions and strengthen international cooperation through evidence-based research and dialogue.
This publication marks the tenth anniversary of SIRIO, reflecting on its evolution from an initiative primarily focused on supply chain security into a broader programme addressing the intersection of technology, organized crime, terrorism and CBRN-related threats. It highlights how technological innovation can enhance resilience while recognizing that no technology alone can replace effective governance, international cooperation and human expertise.
The report presents the main knowledge products developed under SIRIO, including studies on supply chain security, criminal infiltration into legitimate markets and weapons of mass destruction terrorism. It also showcases regional workshops and expert dialogues conducted across Africa and Asia, where policymakers, law enforcement authorities, scientists and private-sector representatives worked together to translate research findings into practical recommendations and capacity-building initiatives.
Looking ahead, SIRIO will continue supporting Member States in anticipating emerging security risks, fostering responsible innovation and strengthening partnerships across sectors. As technological change accelerates, ensuring that innovation serves security, resilience and sustainable development will require continuous collaboration, knowledge sharing and forward-looking policy responses.
After ten years, SIRIO stands as a testament to UNICRI's commitment to transforming research into practical action, helping governments harness the opportunities offered by technology while addressing the increasingly complex challenges posed by organized crime, terrorism and emerging global security threats.
