The United Nations Interregional Crime and Justice Research Institute (UNICRI), within the framework of the CONTACT–Central Asia project, conducted a regional Train-the-Trainers (TTT) session on countering radiological and nuclear (RN) trafficking for instructors and operative officers from Kazakhstan’s and Uzbekistan’s security and law enforcement institutions. Held from 22 to 26 June 2026, the training was hosted by the Nuclear Security Training Center of the Institute of Nuclear Physics of the Republic of Kazakhstan and brought together representatives from key national institutions responsible for RN security in both countries.
The session marked the third training activity for the designated national instructors, further strengthening their ability to design and deliver training while introducing innovative and interactive approaches to preparing operative officers to counter RN trafficking through an intelligence-led approach.
The five-day programme encompassed theoretical and practical modules on training methodology, including the principles of adult learning, engagement with participants, planning and conducting table-top exercises (TTX), field practical activities, demonstrations and case studies, all of which are essential components of effective training delivery for experienced professionals. The programme closely linked methodological concepts with hands-on application, allowing participants to put their newly acquired knowledge into practice.
A key component of the programme was a TTX simulating a complex criminal case involving the trafficking of RN material. The exercise not only reinforced the knowledge gained during previous training sessions on the verification of operative information, the different stages of special operations, and interagency and regional cooperation, but also demonstrated how alternative approaches to assessing participants' knowledge can be effectively integrated into training.
Field practical activities marked constituted another central element of the programme. Through three realistic scenarios, participants experienced the challenges faced during special operations to counter RN trafficking. They tested the capabilities and limitations of different types of radiation detection and identification equipment during covert activities, developed and tested cover stories, and made operational decisions in dynamic and rapidly evolving situations. Beyond strengthening operational skills, the practical exercises also showcased training methodologies that participants can adapt and incorporate into future national training programmes.
Participants also had the opportunity to visit the training and research facilities of the Nuclear Security Training Center and the Institute of Nuclear Physics of the Republic of Kazakhstan, gaining insight into the specialized infrastructure supporting nuclear security training and research at the national and regional levels.
Background information
The CONTACT–Central Asia initiative, launched in late 2023 and implemented by UNICRI with support from the Norwegian Radiation and Nuclear Safety Authority (DSA), aims to build sustainable capacity among security and law enforcement officials in Kazakhstan and Uzbekistan to prevent and combat RN trafficking, enhance interagency cooperation, and promote the exchange of information on related incidents.
